Target data-breach settlement: A lot and a little, all at once

The recent settlement by Target, of the dozens of data breach class actions, following the retailer’s release of millions of its customers’ debit and credit card numbers, will cost the company about $25 million.  The problem with the Target settlement is not that it achieved no benefit.  It did.  But the benefit is very small and in great disproportion to its cost.  The settlement data suffers from a breach -- one of common sense.
